Fernando has been in the healthcare industry since 2006. Since January 2016, he has held positions at Blue Shield of California such as Clinical Quality Review Manager and Delegation Operations Supervisor and now oversees the Training, Compliance, and IT Systems Integrity teams, provides training, manages audits, and maintains communication with various stakeholders. Fernando worked at L.A. Care Health Plan from 2011 to 2016, where his responsibilities included community education and outreach, care coordination for seniors and individuals with disabilities, and processing prior authorization requests. He earned a B.A. in Healthcare Administration from The University of Arizona Global Campus and holds both a California Vocational Nurse license and an Accident, Health, and Life Resident Insurance Producer license. As of March 2025, Fernando is the Co-leader and Audit Tool Administrator for both the HICE Compliance Team Delegated Entity Audit and IT Systems Integrity Audit workgroups.
