Welcome back to the bi-monthly CEO Update, designed to keep members apprised of the current happenings at HICE! Here is an update on what has been going on since my last report: 

HICE 2023 Annual Conference / December 4 & 5:

Registration is open for our upcoming conference at the beautiful Hyatt Regency Indian Wells Resort & Spa in the Coachella Valley of Southern California! Each year, HICE hosts a conference that focuses on health care industry developments and operational improvements that offer opportunities to health plans, physician organizations and industry administrators for efficiencies and standardization. The HICE Annual Conference offers the opportunity to hear directly from healthcare regulators from all lines of business on up-to the-minute topics and is one of the best values in the industry – we can’t wait to be back in-person and see all of you there!
There will be presentations from healthcare associations and industry organizations, sessions related to California regulatory agencies and 12 topic-specific breakout sessions from HICE teams and industry vendor organizations that you won't want to miss – register today!

2024 Operating Budget Funding Request Letters – as a 501(c)(3) non-profit organization, HICE relies on annual contributions from health plans, provider organizations and other health care industry entities to support educational and collaborative activities, and our important work cannot continue without this critical funding. These request letters were sent to participating organizations earlier this month, and we encourage those organizations not currently contributing to strongly consider making a donation to help fund the 2024 operating budget so HICE can continue to find a consistent way to implement regulations with the minimal amount of impact and the maximum amount of return for both the health plan and the provider community that enable them to more readily and easily comply with regulation. Association Partnerships:

Regular meetings continue between HICE and the California Association of Health Plans (CAHP), America’s Physician Groups (APG) and the Integrated Healthcare Association (IHA). These discussions continue to be very beneficial on all sides and provide an excellent opportunity to stay aligned on collaborative work efforts for the industry. Most recently discussed has been the HICE Annual Conference sessions on the new MLR reporting requirements for Medi-Cal and the Office of Health Care Affordability. Also under review are some potential new reforms related to credentialing and how to best rollout the IHA/EDGE encounter data throughput improvement project to encourage implementation and adoption of the industry standards that have been developed.

HICE Team / Website Updates:

  • Compliance Team – this team has just recently convened a task force to review the various training needs for the healthcare industry based on regulatory requirements and look at ways to potentially standardize those training materials and reduce the administrative burden on both the plans and provider organizations with developing,  taking and tracking these types of trainings. The team also continues to work closely with the HICE Website Developer on enhancements and updates to the Delegated Entity Compliance and IT Systems Integrity Audit Tools.
  • Cultural & Linguistic Services (C&L) Team – this team has formed a workgroup to update the HICE C&L Team Provider Toolkit, Better Communication, Better Care, which is intended to be used as suggested guidance for providers and includes provider tools to care for diverse populations. The team has also formed a Health Equity Accreditation Workgroup, which has divided into different subgroups to tackle the various areas necessary to build a toolkit, including policies, data standards, staffing and employee training, interpretation and translation standards, provider communication, member communication and trilogy documents.
  • Service Determination Standardization (SDS) Team – this team recently released a Commercial Service Denial Notice training which is available on the HICE website as an integrated training module and is also available as a PowerPoint presentation, along with a companion guide.
