To HICE Participants

I am writing to share some important updates in advance of the upcoming 2025 operating budget annual funding request letter process that will take place in September.

As a 501(c)(3) non-profit organization, HICE relies on annual contributions from health plans, provider organizations and other health care industry entities to support educational and collaborative activities and provide a forum for collaboration and standardization for the health care industry.

In addition, there can also be separate funding requirements beyond or in lieu of the annual contribution for those organizations that want to participate in value-added services, programs and associated web-based tools that may fall outside of the normal scope/operating budget, such as the HICE Credentialing Shared Audit program. Here is a quick synopsis of the changes to the upcoming process for the 2025 operating budget:

California Provider Organizations – requests will be coming directly from HICE to provider organizations rather than on behalf of HICE through America’s Physician Groups to facilitate including an invoice and allow for a more efficient follow-up process.
California Health Plans – to simplify the process, the contribution matrix previously included in these letters will no longer be used; instead, the funding request amount will be based on health plan total membership as found on the DMHC website to more easily create equity and fairness across participating plans. Please review the revised guidelines below, as they could impact the amount requested for your organization:

Health Plan Size (by State)	Requested Annual Contribution
25,000 or less covered lives	$5,000
25,001 to 100,000 covered lives	$10,000
100,001 to 249,999 covered lives	$15,000
250,000 to 499,999 covered lives	$20,000
500,000 or more covered lives	$30,000
Health Plan National Partners (for health plans with a presence in multiple states that participate in HICE)	$40,000

While we understand that increases can be impactful on budgets, HICE has never increased the requested contribution amounts before and as a not-for-profit organization, it has become necessary to do so to be able to support the increased activities taking place in the health care industry that require standardization. Our important work cannot continue without this critical funding, and we encourage those organizations not currently contributing to strongly consider donating to help fund the 2025 operating budget when those requests are sent.

A list of the organizations that contributed to the 2024 operating budget can be found here, including those members of our CEO Leadership Circle, which means those organizations provided the requested maximum contribution amount and has staff either participating on the HICE Board of Directors and/or leading/co-leading a HICE Team or Workgroup. We are so grateful to all of our contributing partner organizations!
