To HICE Participants

Welcome back to the bi-monthly CEO Update, designed to keep members apprised of the current happenings at HICE. Here is an update on what has been going on since my last report:

2025 Operating Budget Funding Request Letters

As a 501(c)(3) non-profit organization, HICE relies on annual contributions from health plans, provider organizations and other health care industry entities to support educational and collaborative activities, and we are so grateful for the generous support we received for the 2025 operating budget! This funding will enable HICE to continue to provide a collaboration platform to develop educational and "best practice" materials designed to streamline, simplify, and standardize regulatory policies and procedures that govern the provision of health care services that particularly require collaboration between health plans and their provider partners. You can view a list of the organizations that have contributed for 2025 here, and HICE would like to extend a special acknowledgement to those organizations in the CEO Leadership Circle, which means that they provided the requested maximum contribution amount AND they have staff either participating on the HICE Board of Directors and/or leading/co-leading a HICE Team or Workgroup:

  • Aetna, Alignment Health Plan, Blue Shield of California, Elevance Health, Health Net, Heritage Provider Network, Kern Family Health Care, Molina Healthcare, Santa Clara Family Health Plan, Sharp Health Plan and UnitedHealthcare
The 2026 operating budget funding request letters will be sent in September. We encourage those organizations not currently contributing to strongly consider donating to support HICE activities. Thank you!

HICE Team / Website Updates

Compliance Team – as a reminder, this team currently has workgroups addressing IT Systems Integrity shared audits and Delegated Entity Compliance shared audits. These programs make it possible for health plans (with delegate permission) to share audit results for IT system integrity and security and for compliance programs with other plans, and both audit tools offer a single corrective action plan functionality. To learn more about these activities and how to join these money and time-saving shared audit processes, please contact the team co-lead, Beth Richardson. Greater participation from plans and providers lessens the administrative burden on the industry, so we encourage you to join in these collaborative audit processes today!

New Claims Operational Questionnaire Repository - the HICE Claims Standardization Team has requested a new application to facilitate the storage and distribution of the HICE Claim Operational Questionnaire and supporting documents, which the Board of Directors recently approved. This will be a centralized data gathering and response to the operational questionnaire but not an audit, as this repository will be used to collect/implement the Claims Operational Questionnaire through the HICE website along with uploading requested documentation that supports the questionnaire. This will allow for cost savings for the delegated entity organizations and for the participating health plans that have a contract to access the information for their annual audits.

The HICE questionnaire is completed each year for every annual audit from the delegated entities. This centralized repository will allow delegates to complete the audit tool document offline and upload it to the HICE portal repository and all contracted Health Plans who want to participate will be able to access it. This will save the delegated entity time and effort as they would only have to complete the questionnaire once per year and upload all of their corresponding policies & procedures and supporting documents (expected to be approximately forty documents of various types), excluding any documents with health plan-specific proprietary information, which would be collected by the plans outside of the repository structure.

These tools are just a few examples of how funding contributions to HICE are utilized to promote administrative simplification for the health care industry. Industry support is vital to the continued activities of HICE and to make time-saving tools like these available, so please remember that a contribution is a sound investment that has the potential to save your organization many times that amount through HICE activities that result in operational efficiencies for the delegated model. Please reach out to your leadership and tell them why supporting HICE is important.

Until the next update, please feel free to contact me at mmyers@iceforhealth.org or at 530-562-4235, with any suggestions, questions or comments. Thank you!
